attributes constant-modifiers const type constant-declarators;
其中，常量修饰符constant-modifiers 可以是：
new
public
protected
internal
private
常量的类型type必须是以下之一：
sbyte,byte,short,ushort,int,uint,long,ulong ,char,float,double,decimal,bool,string,枚举类型，引用类型
例子：
public const double X=1.0 ;
